The most important thing to know about solvent cement is that it’s not glue. Solvent cement is made up of PVC/CPVC resin, stabilizers and fillers dissolved in a cocktail of solvents. These solvents serve two purposes: Dissolve the PVC/CPVC Resin , Prepare the Surface of the pipe & fitting.

In areas of the country where population and geography combine to produce ozone and smog air quality issues, low volatile organic compound (VOC) products, like paints and adhesives, are either recommended, or required by law. These products have special formulations that have lower solvent content and/or use alternative solvents, like acetone, that are less reactive in the atmosphere.
Keep away from heat, spark, open flame and other sources of ignition. Keep container closed when not in use. Store in the shade between 5°C and 45 °C (40°F and 110°F) or as specified on the label.
Solvent cement is a quick and easy way to fuse PVC pipe and fittings together. When applied to pipe and fittings, the cement melts a thin layer that solidifies after being put together, forming a seamless, waterproof seal.
